• Expressions of Interest: Join the working group for Mundaring Cultural Hub

    Shire of Mundaring invites community members to express their interest in joining the community working group for the Mundaring Cultural Hub. This group will serve as a key advisory body, providing valuable input to shape the Hub’s design, ensuring the new facility is a vibrant, welcoming, and functional space for everyone.

    About the Group
    The Community Working Group will provide insights, feedback, and ideas to inform the design of the Mundaring Cultural Hub. Starting in March 2025, the group will meet monthly over a term of approximately 12-15 months, offering advisory input throughout the concept design and detailed design phases.

    Membership Criteria
    We are seeking a diverse group of up to 12 members, including:
    - Individuals with experience or skills in design or using similar facilities.
    - At least one person identifying as Whadjuk Noongar.
    - At least one person with a disability.

    - At least one person with neurodivergent needs.
    - At least one young person (under 25) and one older adult (over 65).
    - At least one person from a culturally and linguistically diverse background.
    - Gender balance across the group.

    Applicants should represent the broad interests of the community rather than focusing solely on personal perspectives.

About the project

The Mundaring Town Centre Revitalisation project is a transformative initiative designed to reimagine our town centre as a welcoming and vibrant community hub.

This revitalisation encompasses two key components: precinct enhancements and the creation of a central Cultural Hub—both essential to making our town centre a lively, accessible space that serves all residents and invites visitors to explore Mundaring’s unique character.

Enhancing the Precinct
The revitalisation begins with upgrades to the precinct, focusing on improved public spaces and greater connectivity throughout the town centre. These enhancements will deliver functional, beautiful areas for relaxation, recreation and events, creating an environment that supports daily life and fostering community connection. Upgraded paths, inviting green spaces and improved pedestrian access are just a few of the features that will make the town centre an ideal place for residents of all ages to gather and enjoy.

Bringing the Cultural Hub to Life
At the heart of this revitalisation lies the new Cultural Hub—a multi-purpose facility envisioned as a centre for arts, culture and essential community services. The Cultural Hub will unite the library, art centre and galleries, local history museum, toy library, infant health clinic and flexible community spaces under one roof, creating a space where residents can access resources, engage in lifelong learning and celebrate Mundaring’s rich heritage.

This community driven project needs the support of funding partners to fully realise our vision. As we work to bring this exciting facility to life, the Shire is committed to advocating for the support required to complete the Hub in a way that best serves our community, supporting both residents and local businesses.

The Shire of Mundaring has secured $15 million through the Federal Government’s Thriving Suburbs Grant Program, to help deliver the Mundaring Cultural Hub.

On Thursday, 26 September, Shire of Mundaring welcomed key stakeholders and state political candidates to a briefing on the Mundaring Town Centre Revitalisation Project.

Project Rationale

The majority of existing community groups and services in the town centre are currently operating in ageing and inefficient facilities which are not well suited to accommodate their current uses. Consolidating facilities and services will also improve efficiencies in energy use, facility maintenance and staff resourcing.

Investing in quality community infrastructure and place-making initiatives will help realise the community's vision for a revitalised Mundaring Town Centre and will better support community wellbeing, access to services and the growth of local business.

The MPCF and Cultural Precinct will become a key focal point for the local community, business and visitors alike.


Works undertaken to date

Shire of Mundaring has been planning for the co-location of replacement community facilities within the Mundaring Town Centre for several decades, including purchasing land to build new community facilities and establishing a reserves fund to help fund planning, design and construction. 

More recently, strategic planning for the Mundaring Town Centre reinforced the need for significant Shire investment into the Mundaring Town Centre, in order to meet community's vision for a vibrant and desirable district centre, now and into the future. 

Stage 1 Preliminary Planning

Stage 1 involved:

  • consultation to understand the community's current and future needs;
  • an analysis of community facility needs; 
  • analysing and planning for land requirements. 

Stage 2 Planning and Design

Stage 2A has recently been completed. This phase of the project involved community and stakeholders working with the Shire's design team to develop Concept Sketch and Masterplan options for the Multi-Purpose Community Facility (MPCF) and Cultural Precinct. A strong collaborative approach for community engagement was undertaken to ensure the project meets the shared needs and aspirations of the community. Development and refinement of the options was informed by community surveys, stakeholder workshops, community design workshops and interrogation by a delibrative panel. The delibertaive panel was made up of community members tasked with representing the broad interests of the whole community.    


Key decisions

September 2020

  • Council endorsed a conceptual Hub-Plus model for delivery of the proposed Multi-Purpose Community Facility. The Hub-Plus model proposes to co-locate the majority of community facilities and services, while retaining productive use (or re-purposing) of nearby facilities; and
  • Council adopted a decision making framework (refer 'Gallery' on sidebar) for determining the uses and services to be accommodated in and delivered from the proposed Multi-Purpose Community Facility.

September 2023

  • Council endorsed a preferred concept design for delivering the proposed Multi-Purpose Community Facility (MPCF) and reimagined Cultural Precinct, including:  
    • The general form, layout and siting of the prospode MPCF

    • The services to be accommodated with the MPCF

    • Upgrades to enhance the Cultural Precinct

Working with key stakeholders, the next steps include:

  • Exploring potential commercial and government partnerships to help fund the project.
  • Undertaking building design and operational modelling.
  • Exploring what place-making improvements can and should occur now.
  • Development of a detailed business case to undertake construction
