The Shire has received a development application for a proposed Community Purpose use at 17 Amherst Road, Swan View, which ultimately will be determined by the Metro Outer Development Assessment Panel.
Details of the application are the following:
The facility will provide crisis accommodation and support services to people affected by family and domestic violence.
The Community Facility will comprise 10 self-contained accommodation units, including five (5) two-storey two-bedroom units, one (1) single-storey accessible two-bedroom unit, and four (4) two-storey three-bedroom units. All of which will be below the 10m maximum building height stipulated under Local Planning Scheme No.4.
Each unit is provided with a private courtyard and secure store. Pedestrian access to each unit is provided from a central unenclosed walkway that also provides access to a landscaped external hub and internal multi-purpose space.
Situated at the front of the site is a single-storey Administration Building accessed from Amherst Road. This building will act as a community hub where staff will provide day-to-day support services for families. The hub will feature counselling areas and spaces for staff to connect with families and visiting services, based on the specific needs of each family. The multi-purpose room in the hub will offer a space for facilitated activities, including wellness programs, education and other supportive initiatives.
Up to seven (7) full-time equivalent staff will work in the Administration Building, including the manager, case workers, counsellors and support workers.
Parking for 13 cars is provided, including two (2) ACROD bays.
A separate multi-purpose meeting area is provided at the rear of the car park with pedestrian access from the external footpath leading to the Administration Building. This meeting area will provide women and children with a space to meet with family and friends without the need for groups of people to enter the secure areas of the site.

The Development Assessment Panel (DAP) is a decision-making body that is independent of the Department of Planning, Lands and Heritage or the Western Australian Planning Commission. DAPs were established under the Planning and Development (Development Assessment Panels) Regulations 2011 and are administered by the DAP secretariat within the Department of Planning, Lands and Heritage.
The Metro Outer Development Assessment Panel is responsible for determining the development application. The Shire has a key role in assessing and providing a recommendation on the proposal.
The Shire and the DAP must consider the planning merits of the proposal and the planning issues that have been raised in the submissions received. The Shire asks that comments be limited to matters directly related to the planning merits or impacts of the proposal. Matters the Shire is not required to have regard to when considering such a proposal include, but are not limited to, perceived loss of property value, private disputes between neighbours, and matters that are controlled under non-Planning related legislation.
