Community and stakeholder engagement was undertaken in 2019 and the outcomes of that engagement were provided to Council and the community in early 2020, before the project was temporarily put on hold due to COVID-19.
Despite the interruption, the Shire circulated a Newsletter in May 2020 to stakeholders which provided feedback on the results of the earlier consultation activities and community aspirations.
The consultation activities undertaken identified broad community support for the concept of a MPCF located on the southern side of Great Eastern Highway Mundaring Town Site. Stakeholders generally agreed that co-location of the required facilities would be beneficial, and this could be achieved either by a single complex, or campus style development or potentially a mix of these.
The project has now recommenced and at the Special Council Meeting of; Tuesday 27 October 2020 Council, gave consideration to the report and recommendations within the; Community Facility Needs Analysis and Land Assembly Options and Constraints, September 2020.
At the meeting, Council endorsed a conceptual option for the MPCF, 'Option 3 - 'Hub-plus', noting that this option is conceptual only, pending more detailed investigations. Council also adopted a seies of recommended decison-making criteria that will significantly influnce the next stage of this project.
The next stage of the project, commencing in November 2020, will be preparation of the MPCF Property Strategy and Land Assembly Plan. This plan will effectively detail the; ‘why, when and how’ prioritised approached to; retaining, acquiring, disposing and/or redeveloping land within the Mundaring Town Centre.
Following preparation of the above plan, a relocation plan will also be developed for a progressive and staged relocation of existing Shire land and facility users where required. Further stakeholder consultation and input into the design of the proposed MPCF facility is expected to commence in 2023/24.
